QF-P project support the reform of HE system in Bosnia and Herzegovina, and will improve quality of education and teaching in line with national priorities through building of Qualifications Framework Platform.
The project idea is based on the adopting a learning outcomes approach by developing learning outcomes-based curricula in HE with full respect the BH Baseline Qualifications Framework, qualifications standard and recognizing thus provides support for its development and implementation.

Summary of the project

In its 2015 progress report on BiH the EC has made several recommendations regarding how BiH might improve certain key areas. One of these is education. In its report the EC states that BiH should increase its efforts in coordinating and harmonising the legal framework governing the education sectors at all levels.

The QF Action Plan for the period 2016-20 sets out many areas that require significant actions including the HE system. The aim of QFP project is to support the reform of the HE system in BiH,  and to improve the quality of education in accordance with EU standards and teaching in line with  national priorities through the building of a QF Knowledge Platform (QFP). A training model for forecasting and identifying labour market needs in the area of  qualifications will be developed. These will be designed to ensure that they can be easily mapped to the EQF. Primary amongst the tools will be a detailed manual which will guide course designers. A vital strategy in the attainment of the aims and goals of the project will be knowledge exchange and sharing. This will be achieved through a series of study visits & trainings. This element of the project will also involve the development of technology enhanced methodologies with again key experts advising and training BiH teaching staff. It will also involve the procurement of the appropriate tools and systems to ensure that enhanced teaching facilities are designed and provided in BiH universities.

A crucial element to the success of the project is the involvement of a cross section of the appropriate ministries and other national bodies.

It is the aim of the project to train approximately 500 individuals from BiH universities, government ministries and other key stakeholders such as employers and state agencies involved in the delivery of a modern HE system for BiH. It is also a stated aim that each participating university will design at least three new programmes based on the concepts of learning outcomes.

The QFBiH is at an early stage of development. Project support the  Action Plan for development and implementation of

the QFBiH  testing, implementing and  capacity building phase. In the following years all stakeholders would adopt the Action Plan and organize areas in which they operate. For HE that means that all of curriculum should to be adapted on the basis of Learning outcomes approach according to the occupational standards.

Specific objectives of the project

 

Development of a model for forecasting and identifying labour market needs

 

Strengthening and supporting institutional capacities for creating learning outcomes-based curricula, developed by modular type, in favour of labour market 

 

Introduction of innovative methods of teaching approach. Video conferencing systems /teaching that make people easy to interact and maximise productivity over any network, any time, anywhere around the globe)

 

Support of the ministries and Sectorial Sectoral working groups/councils  in BiH

 

Sectorial support in Higher education to outcome-oriented curricula taking in account connection of occupational standards with the standards of qualifications through sets of competencies and learning outcomes.

 

Project activitis

 

Project can be translated into the seven carefully planned WP. Activities and outcomes of this Project will be focused on the building of Qualifications Framework Platform based on the adoption of the learning outcomes approach by developing learning outcomes-based curricula in higher education with full respect to the Bosnia and Herzegovina Baseline Qualifications Framework, qualifications standard and recognising thus provides support for its development and implementation in accordance with the all criteria and procedures of the EQF and the QF-­EHEA.

 

Overview of outcomes and activities for 1st year:

 

− Research and examine the information and data from the labour market

 

− Conduct self-assessment and scanning of selected curricula at each PCU

 

− Creation of a model for forecasting and identification of labour market needs

 

− Development of a practical quide to curricula development, assessment and evaluation in HE

 

− Establishment of multimedia training classrooms

 

− The creation of training materials and software for multimedia classrooms

 

− Training staff for organising smooth functional webinars

 

− Collecting best EU practices

 

− Development of action plan.

 

In the 1st project year activities are connected with capacity building. After workshop in M 2 with aim to collect and collate the  necessary information from the of research of labour market needs, develop the set of key questions which will be defined consider the rate of unemployment amongst graduates, with an detailed overview on specific selected qualifications, their demand and the quality of competencies that graduates possess, or should possess. Up to 200 employers, in relation with previously selected sectors and curricula at PCUs will participate in the created survey. At the same time, at least 30 different curricula in different cycles of study will be self-assessed and scanned at the PCU, to get information about quality of selected qualifications and their compatibility to the NQF and the EQF in relation to LO. Report on existing practices will be produced. Based on collected data in M6 the project will begin creating a Model for forecasting and identifying labour market needs in accordance with the European strategy for employment through establishing a partnership between the companies, Employment and HEIs. In M4, M7 and M9, study visits will be organized, in order to obtain best EU practice, during which three representatives from each PC partners will be trained on the development of qualifications based on LO approach in HE. In M9 a practical quide to curricula development, assessment and evaluation in HE will be the result of the successful cooperation between the representatives from three EU HEI and other partners and based on the collected data. Also based on obtained data each PPU will develop a action plan for the next three years for the pattern of working and training of the academic population, student’s representatives and economy sector firms in area of research information from the labour market and creating LO based curriculum, developed by modular type, in favour of labour market based on obtained data. Fully functional Multimedia training classrooms (Webinar & Online Conference) with developed training materials and software and  trained PCU Technical staff will be developed for organizing smooth functional webinars.

 

Overview of outcomes and activities for 2nd year:

 

− Capacity building seminars for training academic community and other stakeholders

 

− Design of Pilot learning outcomes-based Curricula at PCU.

 

In the second year of the project Capacity building seminars for training academic and stakeholders will be organized and held at each PCUs in selected sectors (up to 5) and  transfer of knowledge in area of research information from the labour market and creating LO based curriculum, developed by modular type, in favour of labour market will be ensured. Each of the PCUs will delegate three new pilot study programs (total 18).

 

Activities in the third year:

 

− Appointing of expert’s members of Sectorial experts group

 

− Validation of qualifications according to the pilot curriculum

 

− Dissemination conference.

 

In M5 of the third project year sectorial expert members will be appointed by the relevant ministries with previously established criteria set by HEA for selection. Report of valuing with all supporting documents will be written in M 9 of third project year with created minimum standards of qualifications and occupations and created requirements for entry into the standard qualifications, learning outcomes, occupational standards and sets of competencies. With the MCU, PCU know-how led by QQS validation of all qualifications based on the pilot curricula will be done. Dissemination conference will be held in M12 of 3rd year of life project.

 

Quality Control and Monitoring (QCM) of project activities and results will be realised continuously throughout the whole duration of the project in a way described in WP 5. 3 annual monitoring reports will be submitted to Project Consortium. Initiall,this project will undertake activities to improve the project website www.bhqehe.eu which will serve as a platform for sharing all the information related to the project activities and their results. We plan to promote and present the project results by organising open days at each of the PCUs which aim to create project awareness environment and to promote the project idea.  Reports to the EACEA will be prepared assisted by SB. In BiH SUSBiH will be the country contact point which closely cooperate with IL and  all PCU.  Project managers of UL, UA

 

(MCU), UNTZ and SUSBiH (as BiH representatives)  will act as a steering board (SB). All the decisions will be made only with the agreement of all the partners.

 

 

 

IMPACT OF THE PROJECT

 

During the building of the Platform for the LO based approach and the life of the project activities, impact on micro level, meso level and macro level will be ensured. On micro level this project will have a key impact on HE academic staff at all PCUs in terms of  strengthening and supporting institutional capacities for creating and applying LO based curricula, developed by unit type, in accordance with the labor market needs and internationally compliant through the European Qualifications Framework. Through self-assessment and screening of selected curriculum at each PCU strengths and weaknesses of selected qualifications and their compatibility to the NQF and the EQF in relation with LO by academic staff will be identified. Also, up to 200 employers in accordance with previously selected sectors and

 

curricula at PCUs will be studied about labor market needs. Consortium will on the basis of the collected data and in close collaboration with academic staff, employers and local authorities develop a Model for forecasting and identifying labor market needs in accordance with the European strategy for

 

employment with establishing a partnership between the companies, Employment and HEIs. The HE staff will constantly improve the methodological and technical skills, knowledge and competences in relation of development new qualifications based on LO approach.  On meso level this project through the study visits and project activities will strengthen as a regional and national cooperation of all partners involved in the project, as well as regional and educational bodies. On the macro level achieved project results will support and feed policy developments in relation adoption of BHQF of HE and the establishment and adjustment work of the appropriate bodies (at appropriate levels) to implement QFBiH, as follows: Establishment of the Council / Council for the implementation of QFBiH (holders: the authorities responsible  for education and employment, are appointed by the Council of Ministers), extension of the mandate of the Commission for QFBiH and adjusting the mandate of the new tasks and the

 

establishment of sector councils as one of priority actions defined in the Action Plan 2014-2020. The appointment of Sectorial experts group (WP4) allows the creation of conditions for introduction of a system of quality assurance of existing and new qualifications. In this way, at this level of action contributes to the overall improvement of the system of quality assurance through improvement of legislation relating to quality assurance at all levels of education and qualifications (holders: the competent education authorities), the adoption of existing bodies for internal and external quality assurance (holders: Competent educational authorities, in cooperation with the HEA, and educational institutions) and education and training of persons working in the bodies of internal and external quality assurance.
